The only chance to get a sceptre is from the golden chests and sarcophaguses. The chance at a sceptre goes up until floor 5, where it levels out to a 1/650 chance of receiving one. If you want to grind the sceptre only, only loot chests/sarcophaguses specifically and leave after you can’t progress anymore. Sophanem, the City of the Dead, is a city located far south in the Kharidian Desert, right on the edge of the map, as well as its second largest settlement.
